July 23, 2010 "Respublika" (The Republic) newspaper, No 137 A detour along the protected area

Construction of a road which will surround the Belarusian part of Belovezhskaya Pushcha in the semi-ring form.

During the celebration of the 600th anniversary of the establishing of the reserved status of Bialowieza Forest, the Belarusian President Alexander Lukashenko has told about intention to create such detour highway. The new road is to become a border for the tourists' motor transport and will serve protection of the relic forest's health.

Road masters already conduct geodetic works, sector the future motorway, develop sandy career and make earthen road embankments. The detour section of the Brest region will start in the village of Volkostavets of the Kamenets district, then will pass across the Pruzhany district and will be finished in the Svisloch district of the Grodno region. The common length of the road line is 182 kilometers.

Builders as making the detour road will construct six bridges across the rivers which originate in Belovezhskaya Pushcha. The biggest of them across the Lesnaya River, 128 meters in length, will be built at the village of Goliy Borok, near the town of Kamenets. The highway is broken into eight sections and a separate general contractor will conduct works on each of them. These sectors have already been allotted to road builders from the cities of Minsk, Brest, Mogilyov, Grodno and Rogachev. For certain, the basic works will be taken by road-building companies of the Brest region. The general director of the company "BrestOblStroi" Petr Skorobogatko has told to the newspaper that in a preparatory stage the road builders have already to do works which usually do not create any problems during building of ordinary roads. The line passes through woods here and there adjacent to the core of Belovezhskaya Pushcha and the builders have to cut trees that to make the way for detour free.

The builders only begin the works while the local authorities and the management of the National Park think of how to make the future detour road busy. According to the presidential decree, not only the highway but also much more diverse tourist infrastructure of the Reserve has to be built.

The planned building of the detour road along the perimeter of the National Park "Belovezhskaya Pushcha" can be compared to some extent with the Russian Baikal-Amur Railway.

Like the famous Soviet Railway, the Belovezhskaya detour road can raise the socio-economic and tourist status of the region to the new level and can help more effectively use its good potential. The on-going project is indeed aimed at this result. According to the Decree of the President of the Republic of Belarus No 244 on May 11, 2010 "On creation of the detour road along the territory of the National Park "Belovezhskaya Pushcha", not only road construction will be conducted in 2010 and 2011. It is also necessary to modernize the tourist infrastructure inside the borders of the National Park, to develop the new one along its perimeter, to open public catering and road service points and, doing it, to save the optimum conditions for agricultural works by villagers within the Park's territory and adjacent areas, at the same time being kept within the nature protection law.

This is obviously the whole package of serious and less important issues which should be solved urgently, reasonably and together.

The detour road around Belovezhskaya Pushcha is today only the general direction. The task to fill the project with its thorough content is more crucial, than just to build embankments, bridges etc.

July 23, 2010 Website "Charter'97" Is a new residence for President Lukashenko built in Belovezhskaya Pushcha?

The construction of a VIP-object is started in Belovezhskaya Pushcha.

The rather curious rumor is now in Belovezhskaya Pushcha. Locals whisper for visitants that the president will soon take off the secrecy mode from the governmental residence "Viskuli". The rumour is that this special object will soon be used for the tourist purposes, as zapraudu.info writes (by Galina Borovaya, "A new residence for president, "Viskuli" for people?").

The new VIP-object is under construction in Belovezhskaya Pushcha according to the Alexander Lukashenko's decree. The company "Triple" is the general contractor. The Department of Affairs of the President and the company "BelNeftGas" (BelOilGas), the last is also a part of the group of the companies "Triple", finance the works. This information is not confidential and was found out from the Internet. The other thing is that it is impossible to get to the building site in the Reserve. Locals only inform that the building area is fenced and is equipped with video facilities' system around the perimeter.

Other sources inform that the new construction is conducted close to the artificial lake of Lyadskoe. Its surface is 345 hectares. It is the biggest reservoir in Belovezhskaya Pushcha, and the most picturesque and home-like by officials. The so-called "Masherov's House" (Masherov is the name of the former Secretary of the Belorussian Soviet Socialistic Republic) ashore is not empty by tourists as yet. A sauna and a small wooden house for a welcome of visitors and habitation were built to serve the Communist Party's boss of the Soviet times there. In the time of the present authorities the lake berth was reconstructed and small roads were asphalted for the convenience of transportation and better rest of the nomenclature. The works were conducted in 2002 and 2003 and then there was taken no dare yet to fence "the functionary area" as the village of Lyadskie and the road for cyclist-tourists is nearby.

There are no comments from the National Park "Belovezhskaya Pushcha" regarding information which came out from the Reserve's borders. The officials do not confirm rumours about the constriction of the complex which can be called the new presidential residence but they neither deny them.

We advise for those who are especially interested in information about the new construction in the oldest European forest to familiarize oneself with the text of the decree of the president No 323 on June 22, 2010. According to this document "the complex of buildings and infrastructure for service of delegations" should be set in operation with the territory of the National Park by the end of year. "The Evening Brest" newspaper which was first to find out about the new events in Belovezhskaya Pushcha also informs that "the construction of the complex began before the official signing of the decree and is already to draw to a close".

As it was earlier informed the construction of one more residence is also in progress in the National Park "Braslav Lakes".

July 06, 2010 Website "The Zelvenskiy District Executive Committee" Belarus and Poland will open four information-tourist centres at the end of year

The Belarusian and Polish information-tourist centres will be created at the end of the current year in the cities of Warsaw, Bialystok, Brest and Grodno. The BelTA reporter learned about it from Cheslav Shulga, Deputy Minister of Sports and Tourism of Belarus who participated in the session of the Belarusian-Polish working group on cooperation in the field of tourism in the city of Grodno.

Cheslav Shulga has noted that the basic mission of the working group is to develop to the maximum the comfortable conditions for development of business in the field of tourism between two countries.

In Deputy Minister's opinion, both the Polish and Belarusian parties already have good tourist products to offer for visitors. However, they are insufficiently advertised. For this purpose the joint information-tourist centres will be opened in Poland and Belarus. "It is necessary that a potential tourist could come in these centres and could get the maximum of information about where to be resting in Poland and Belarus, how most convenient is to do it and for what price", Cheslav Shulga has noted. A centre in Warsaw is also preparing for opening. By late year the centres in Bialystok, Brest and Grodno are planned too. The work on strengthening of the information-advertising service to show opportunities of the trans-boundary tourism will be undertaken by agents of management and authorities.

The special attention at the session of the working group was also given to the reciprocal use of tourist resources of the Augustovskiy Canal and Belovezhskaya Pushcha.

A new village with plots of the size of 1 hectare is created at the border of Belovezhskaya Pushcha, 40 km from the regional city of Brest, 35 km from the district town of Kobrin and 15 km from the district town of Kamenetz. Magical (the village name)

The future village is located in the Kamenetz district of the Brest region, 13 km from the district town of Kamenetz. Alongside, 1 to 2 km, the border of the Nature Protection Establishment "The National Park "Belovezhskaya Pushcha" along the river of Lesnaya Pravaya and the designed "the road ring around Pushcha" are situated. The selected area adjoins to the central part of the village of Rechitsa with the following infrastructure: a secondary school, post office, outpatient clinic, culture village house, shop and an orthodox church. A brook from a spring in the village of Norovshchina dammed in the village of Rechitsa is flowing along the east edge of the area. There are some more small water reservoirs around, one of which is used for bathing. The selected area also has an arable field. Pine woodlands of an old age and a big size mixed with oak, aspen and birch surround from different directions.

The village will consist of 50 individual plots of the size about 1 hectare designed for construction of individual apartment houses and personal subsidiary economy and farm. The ground plots, according to the legislation of the Republic of Belarus, are allocated in the inheritance life tenure. A task of the cooperative society is to develop the general plan of the village and to distribute the plots between members of the cooperative society (to draw lots). Then the design and building of individual apartment houses are carried out independently by each member of the cooperative society. The reasonable restriction on use of insecticides, herbicides and pesticides for the purpose of creation of the healthy environment for the life of residents and for pollution-free agriculture production is supposed to be applied in the village if ratified by the General Meeting.

To be a member of the Housing Consumer Cooperative Society "Magic", one has to familiarize with the Regulations and to address an application to the chairman of the Society. The new members' decision-making process is described in the Regulations. There are no special requirements to the applicants. The main is duly to pay due, to be ready for development of the plot and construction of the house and, as the most important, to get an insuperable desire to live in this village.

The press conference by Konstantin Sumar, Chairman of the Brest Regional Executive Committee, was held in the city of Brest on June 29. Head of the Region answered numerous questions of representatives of the regional mass-medias for three hours.

Reporters took an active interest in roads asking the chief of the Region. For example, they asked about a prospect for the Kamenetz district which is opened in connection with construction of a circumferential road around Belovezhskaya Pushcha. The governor sees the main benefit from the fact that the given road will improve connection between inhabited localities and will enable for all wishing to engage in the agro-tourism activity. For example, it is for foreign businessmen.

"Two years ago Iraqi and Iranians have visited that area. They already wanted to create a zone of rest or an agro-zone for rich people there. But there was no communications. Now, on the instructions of the President, big money from the surplus fund of the government has been allocated for construction. By the next year, 140 kms of the road should be asphalted only within the territory of our Region. … We will try to pave this way near the inhabited localities and to make good descents, to connect them with the Kamenetz town, with the centre. There are also ideas to build the road in some places with ancient churches, and to use this case for restoration of these objects."

However, there is one lack of coordination. There was already talking to the Minister of Transport and Highways about it before the press conference.

"This road does not connect the frontier crossing point "Peschatka" with the town of Kamenetz. One has to do a circle of 30 to 40 km while the direct way is 12 km. Therefore, it will be necessary to correct the scheme next year, it can be out of this program but to make this suggestion in the project of the annual investment program on highways' construction.
